Deep operating experience

Direct and repeated senior operating exposure. Sector judgement can begin from established experience, while mandate conclusions still depend on current evidence.

Capital-intensive, politically exposed and dependent on institutional relationships that take years to establish and moments to damage.

Basis for this tier

Repeated senior operating exposure in downstream oil and gas, refinery development, institutional and regulatory interfaces, and commercial execution.

Decision environments

  • Market entry where access is intermediated by institutions rather than open competition
  • Counterparty assessment where delivery capability is asserted more often than demonstrated
  • Long-horizon commitments that must survive changes in policy and leadership

Infrastructure

Established operating experience

Material direct operating exposure. The firm brings relevant experience, but the specific decision remains evidence-led rather than assumed from sector familiarity.

Multi-stakeholder programmes where authority is distributed, dependencies are numerous, and drift is expensive and slow to surface.

Basis for this tier

Material exposure to large-capital project formation, PPP and institutional approval pathways, stakeholder navigation and commercial structuring, without claiming broad end-to-end infrastructure-operator depth.

  • Consortium and partnership structuring across parties with divergent incentives
  • Governance of decisions taken years before their consequences are visible
  • Dependency and condition tracking across long execution horizons

Supply Chain & Logistics

Direct and repeated senior operating exposure. Sector judgement can begin from established experience, while mandate conclusions still depend on current evidence.

Commercial relationships where capability claims, capacity constraints and route-to-market realities determine whether a plan is operable.

Basis for this tier

Repeated cross-sector operating exposure in aviation logistics and ground operations, cross-border sourcing and procurement, supplier coordination, and vessel and port execution. Energy logistics forms part of this record, but is not its sole basis.

Decision environments

  • Supplier and partner capability verification
  • Route-to-market analysis in markets with fragmented distribution
  • Expansion sequencing constrained by operational capacity

Technology & Data Infrastructure

Selective / adjacent experience

Relevant adjacent experience exists, but work is accepted only where the particular decision falls within evidenced capability and the mandate can be supported properly.

Investment cases built on rapidly changing assumptions, where the discipline lies in separating durable demand from narrative.

Basis for this tier

Relevant strategic and project exposure in data-infrastructure and technology-commercial contexts, without the repeated operating depth claimed in Energy or Supply Chain & Logistics.

Decision environments

  • Evaluating commercial cases where technical claims drive the valuation
  • Partner and vendor assessment where switching costs are high
  • Governance of decisions with concentrated, hard-to-reverse commitments

One decision standard across every tier

Sector experience changes the starting point, not the burden of proof. Every mandate remains governed by the same evidence, contradiction, authority and release disciplines; Deliberatum is used only where the decision warrants a recorded and re-testable basis.

Sector tiers describe the strength of authorised operating experience. Some experience can legitimately inform more than one sector, but a stronger tier must not be counted twice from the same episode alone. Tiers do not represent current or past client mandates, guaranteed capability in every sector problem, or equal depth across the four sectors.
